  Welcome

  Good afternoon.

  We’re here today for a Virtual Town Hall regarding an officer-involved shooting that occurred on Sunday, May 31, 2026, on Bayshore Boulevard near Jerrold Avenue.

  Before proceeding, I’d like to announce to our viewing and listening audience that this presentation is being translated into Spanish, Cantonese, and American Sign Language (ASL).

  Today’s presentation will include details from an officer-involved shooting incident that resulted in an injury to Ariunsanaa Dolgorsun.

  In the San Francisco Police Department, we recognize that our sworn duty as law enforcement officers is to honor and respect the sanctity of human life. We also know that, as police officers, we are sometimes required to use force — including deadly force — in the performance of our duties.

  We recognize, too, that officer-involved shootings can have traumatic effects on members of our communities — especially for individuals, their families and loved ones, who have suffered traumas of their own in encounters with the criminal justice system.

  To any of our viewers experiencing trauma from this incident — or from the information or images that we will present during this Town Hall — please know that help is available to you.   In the following presentation we will release facts known to us, at this time, about this incident.

  We will try to do so in a manner that is impartial and neutral.

  We will play videos from the incident, including police Body Worn Camera video.

  We will answer questions from members of the public as well as members of the news media -- understanding that this incident remains an ongoing investigation.

  We will listen to public feedback

  We will allocate one hour for public comments and questions.

  I want to emphasize that this incident is subject to multiple independent and ongoing investigations, which include the SFPD’s Investigative Services Detail, the SFPD’s Internal Affairs Division, the Department of Police Accountability, and the district attorney’s Independent Investigations Bureau.

  Introduction:

  Today's presentation is provided in a multimedia format. In an effort to provide a transparent and comprehensive perspective of this incident, the SFPD will provide audio from the Department of Emergency Management, Body Worn Camera footage, Crime Scene Investigation photos, maps, and related visual aids.

  Our presentation today consists of relevant known video and audio at this time, but it is not intended to provide all photos, videos, or testimonial information related to this investigation.

  I will now provide a presentation of this incident using these multimedia sources. At select points, to increase the clarity for viewers, certain footage has been enhanced and slowed down to allow for a better understanding of this incident.

  Please note that this presentation, the enhanced video, and the unedited video shown in the presentation will all be available on the SFPD website immediately following this town hall event. SFPD policies can also be located on the SFPD Website.

  Prior to the beginning of each segment, I will provide a brief description to orient the viewer to the time, place, and location of the content about to be shown.

  A word of caution. The images and information you are about to see and hear may be disturbing.   Summary of OIS

  The Officer-Involved Shooting discussed in this presentation occurred on Sunday, May 31, 2026, at approximately 10:46 p.m. on Bayshore Boulevard at the intersection with Jerrold Avenue in the Bayview Police District.

  Prior to the Officer-Involved Shooting, a license plate reader alerted on a vehicle associated with an armed robbery involving suspects armed with guns who were entering San Francisco from the Bay Bridge. Real Time Investigations Center officers broadcast this information to patrol units at approximately 10:29 p.m.

  Southern Station officers observed the vehicle traveling northbound on 5th Street from Folsom Street. Southern marked patrol units began following the vehicle while other units coordinated plans to apprehend the vehicle and its occupants.

  Units following the suspect vehicle attempted a traffic stop at Mission Street and 1st Street. The vehicle failed to yield and fled.

  Officers initiated a pursuit that traveled through multiple police districts within San Francisco.

  At approximately 10:46 p.m., the vehicle collided with the left-side concrete barrier before coming to a halt on southbound Bayshore Boulevard just south of its intersection with Jerrold Avenue.

  Officers ordered the suspects out of the vehicle. Seconds later, the driver exited and immediately began firing at the officers. As officers returned fire, an Officer-Involved Shooting occurred. A San Francisco Police Officer and the passenger of the vehicle were struck by gunfire and were transported to a local hospital by officers on scene. The driver of the vehicle was later apprehended and arrested.

  The precise chronology of this incident is currently under investigation. We are still in the very early stages of an administrative investigation that can take several months to complete, and our understanding of the incident may change as additional evidence is collected and analyzed.

  The times presented are approximate. The following is a summary of the events as they are understood today and may evolve as further information is learned through the investigation.

  As of June 9, 2026, we believe the facts are as follows:

  Incident Narrative

  1. On Sunday, May 31st, at 10:29 p.m., based on a license plate reader alert, Real Time Investigations Center officers broadcast that a vehicle with two-armed robbery suspects was traveling on the Bay Bridge toward San Francisco.
  2. At approximately 10:34 p.m., SFPD officers from Southern Station observed the vehicle traveling northbound on 5th Street at Folsom Street. Numerous units responded to the area. SFPD units following the vehicle requested units with drones and other resources in order to coordinate a plan to effect a traffic stop on the robbery vehicle. At 10:40 pm, units initiated a traffic stop on the vehicle at Mission and First Streets. Officers issued verbal commands to the driver in accordance with high-risk stop procedures. The driver of the vehicle ignored their orders and fled the scene in the vehicle.
  3. Several SFPD units pursued the vehicle. The pursuit began at Mission and First Streets and ended at Bayshore Boulevard and Jerrold Avenue.
  4. At approximately 10:45 pm the suspect vehicle collided with the concrete median barrier wall after traveling from Potrero Avenue onto Bayshore Boulevard. The vehicle became disabled and came to a stop facing southbound on Bayshore Boulevard south of the intersection with Jerrold Avenue.
  5. SFPD units began to conduct a high-risk vehicle stop. As officers instructed the suspects inside the vehicle to come out with their hands up, the driver of the vehicle emerged and immediately began firing at officers. Officers returned fire, resulting in an Officer-Involved Shooting.
  6. During this incident, one officer was struck by gunfire. The passenger of the suspect vehicle was also struck by gunfire. Officers immediately rendered emergency medical aid to both the injured officer and the passenger from the suspect vehicle, including the application of a tourniquet to the officer and a chest seal to the passenger. Both the officer and the passenger were transported to a local hospital for further medical treatment via SFPD vehicles. The driver of the suspect vehicle fled on foot across Bayshore Boulevard, through the Chevron station parking lot, and traveled eastbound on Jerrold Avenue. Numerous additional officers arrived on scene and established a perimeter to contain the fleeing suspect while coordinating a search.
  7. At 12:17 am, Dispatch received a call stating that the subject the police were looking for was inside the gate to the Bayshore Navigation Center. Officers responded to the fenced entry courtyard of the navigation center and located the driver, who they placed under arrest.
  8. During the arrest, officers seized two firearms from the suspect's waistband. Crime Scene Investigators from the San Francisco Police Department later responded to the scene and collected the following items, which were originally found on the suspect’s person:
     1. A .40 caliber Glock 23 Handgun equipped with a laser and a flashlight attachment
     2. A 9mm privately manufactured Handgun, with no serial number
     3. Unfired .40 caliber cartridge
  9. The officers who discharged their weapons in this incident were:
     1. Officer Rachel Carranza Star #1200, a Patrol Officer, assigned to Southern Station.
     2. Officer Jeremmy Catiller Star #1021, a Patrol Officer, assigned to Tenderloin Station.
     3. Officer Angela Maniego (Manny – A- GO) Star #1293, a Patrol Officer, assigned to Southern Station.
  10. This is a summary of events as we know them at this time. This is an open and active investigation. The Independent Investigations Bureau (or IIB) is an independent unit within the San Francisco District Attorney's Office that investigates and reviews all officer-involved shootings.
